This page keeps a running tally of the total cases in RI using mainly RI.gov press releases.  The tracking begins with a January 28, 2020, RIDOH announcement of monitoring and preparing for Covid-19. RI Department of Health warned on February 27, 2020, that the first case in RI would be inevitable. First case was March 1.

Around midnight Monday, June  1, continuing into the early morning hours of June 2, a mob of about 200-300 people gathered in front of Providence Place Mall and quickly became violent. About 100  people broke into the mall, broke windows and looted 12 stores before the police chased them out and arrested a number of them. People through bricks at police, who dispersed people with tear gas. As people ran away they caused damage to many stores and looted some, especially shoe and jewelry stores. 65+ people, mostly Rhode Islanders and most under 30, were arrested.

I am not keeping notes on RI any longer because the information the state is producing is first rate and easy to see graphically. On June 1, 2020, RI went to Phase 2, with positive tests, hospitalizations and deaths trending down. The state has multiple websites that describe in detail the guidelines for various types of business. Today on the call with the president and the US governors, the president urged governors to "dominate" the people protesting over George Floyd's asphyxiation by a police officer that was caught on video. So now we have a national health crisis with widespread expression of anger over inequity and injustice that has persisted for centuries and is inexcusable any longer. Police are using force against people. Governor Raimondo urged calm and nonviolent protest.

A of Monday (yesterday) afternoon, all residents of all 85 nursing homes had been tested, and DOH is about to start another cycle of testing. Governor reemphasized contract tracing journal and encouraged everyone who is due nonemergency procedures to go ahead with them. Assured it's safe. Distance learning is especially hard for special needs, ESL and lower income folks. Governor said 98-99% of students have internet access and she wants any student still without access to contact her. Aiming at 100%. Hotspots are free to end of June. At the end of the briefing she again discussed equity as it affects Latinos and all communities of color. RI is opening sooner than our neighbor states but Phase 1 won't look very different from today. Slow & Steady, Flexible and Patient. Keey your network small, wear mask, 6-ft social distance, etc.  Phase 1 will probably be 14 days. In-person retail will open with restrictions: 1 person/3-sq ft., contactless payment. Visual depictions of the plan are on the ReOpening RI slides, page  6. Restaurants will have limited opening in Phase II. In Phase 1, take out and curbside pickup will continue. Phase II some outdoor seating by reservation only and with no common objects, including menus and silverware. Office workers should continue to work at home if possible, avoid communal areas, staggered shifts or pods, stay in same team, screen everyone every day, more frequent cleaning. Phase I emphasizes getting healthcare workers back to work, hospitals opening up for deferred elective surgery. Phase I prohibits visitation at congregate settings and hospitals. Dr Alexander-Scott explained ongoing testing strategy. Everyone with symptoms should be tested with results in 48 hours or less. Rapid outbreat responsiveness, and test people in community starting where people are face to face. Doing atest at 4 Stop & Shops of employees only on voluntary basis.

Dr. Michael Fine was interviewed on this date by Josh Fenton on GoLocalProv specifically about Central Falls, the smallest and most densely populated city in RI at 1.2 square miles (land) and 19,376 people in the 2010 census,  and the 27th most densely populated incorporated place in the US. With 503 confirmed infections to date, the rate of infection per 100,000 people is about the highest in the country ("about 2.6% of the population is positive. In New York City it's 2.1%"). The virus is especially dangerous in densely populated places where numerous people live in small apartments (making isolation difficult/impossible when one family member gets sick) and work in low-paying service jobs that are at higher risk of exposure to the virus. A problem is that the testing by residence municipality is not available, nor data by municipality for hospitalization. People are dying at home also in Central Falls, which particularly upsets Dr. Fine. Much more work is necessary to reach this population effectively. A few neighborhoods in both Pawtucket and Providence are also densely populated. In contrast, for example Barrington, RI has 16,310 residents in 8.4 sq. miles (land) - and a much high per capita income, and has only 33 cases.

188 new cases, 9477 total. 24 new deaths (not all yesterday), 320 total deaths. 1 in 30s, 3in 40s, 1 in 50s, 1 in 60s, 2 in 70s, 8 in 80s, and 8 in 90s. 18 were in nursing homes. 330 in hospital, 83 in ICU and 59 on ventilators. 565 people have been discharged from the hospital. Oakland Grove Health Care Center in Woonsocket and Oak Hill Center for Rehabilitatiion and Nursing in Pawtucket are specialty care centers for Covid-19 positive patients discharged from hospitals.  Governor announced collaborating with other Rt 95 states (MA, CT, NY, NJ, PA, DE) to purchase PPE to keep the price down. She also warned people to be careful on Mother's Day, so as not to endanger older people. And she announced winners of the April Reading Challenge (21,000 students logged more than 1 million minutes reading). This is teacher appreciation week, and she especially thanked teachers. Dr. McDonald warned about sharing common objects such as balls and toothpaste tubes, which can spread infections from people who are not aware they are contagious.

Governor discussed models, which help us understand how bad it can be. It takes about two weeks for behavior to affect # of cases and hospitalizations. There was a change at April 2, about two weeks after bars and restaurants were closed, and another change around April 14, two weeks after the stay at home order. Also an increase in hospitalization 2 weeks after Easter/Passover. There is now a rent assistance fund for people with past due rent, up to $5000. Apply at HousingHelpRI.com, and banks are offering some relief for mortgage owners. Dr. Alexander-Scott stressed that partnerships and collaborations are at the foundation of RI's response. More than 200 people have responded to the emergency licensure offer, and more people are urged to apply.

Within a month, an online portal will show how the money is spent, and it will be overseen by federal auditors. This is all "very preliminary."

Because everyone must have health care when they need it, and healthcare providers need more support, governor issued an executive order that until May 27, insurers must be lenient about referrals and preauthorizations, and about seeking behavioral therapy in network. This will reduce red tape. Survey Monkey has helped RI develop a symptom monitoring system that will text patients several times a day and send aggregate data to DOH to help understand the virus. This is opt-in, but will be very useful. DMV gives a 90-day extension to those needing to renew licenses, registratiions, and inspections in March, April, and now May. PPE gowns were a problem last week, but a Fall River company owned by Rhode Islanders provided 3000 gowns this weekend and is filling RI's order for 1/2 million more. Veterans home still has 11 nonsymptomatic residents and 11 direct care and 6 additional staff testing positive and also without symptoms. They are now all isolated.

Governor introduced the plan for getting RI back to work, which is in a new website, ReopeningRI.com, with 3 phases. The plan as released today is 12 pages long, and stresses planning, flexibility, and adaptability. The plan will evolve as it is implemented and Rhode Islanders are invited to make comments and submit improvements. 12 more residents and 2 staff at the RI Veterans Home have tested positive but none has symptoms. They are in quarantine.

Governor spoke about Waterfire.org's honoring of those who have died with a special exhibit at their building, Beacon of Hope. She also emphasized the importance of seeking mental health help during this time, and she described the intense effort to prevent additional cases at the Veterans Home in Bristol (there has been one resident and one staff case there). Small business were urged to apply for PPP loans asap. Dr. McDonald stressed the importance of keeping up with dental hygiene, exercise, and immunization.

Providence Journal article April 26, 2020 indicated that as of April 25, "165 of the 215 COVID-19 related deaths have been in nursing homes. The number rises to 170 when deaths in other “congregate care” settings such as group homes are included." That would make the total on April 26 180 of 226 deaths.

Governor listed numerous outreach activities to Spanish-speakers including having the briefings translated into Spanish and posted on Facebook, is working with the community leaders, and will keep adding more outreach. Dr, Alexander-Scott emphasized that people should not postpone treatment for non-Covid-19 medical issues, and urged people with real emergencies to call 911. Foster families may be having trouble getting supplies and assistance, according to one reporter.

This is the first day cases by zip code are available online. 267 are hospitalized 74 in ICU, 48 ventilated, 377 have been discharged. Testing of almost 3000/day - 4% of population has been tested.Working on better mobile testing at nursing homes, also trying to reach vulnerable homebound and increasing testing in poorest neighborhoods -- next week or so, Cranston, Olneyville, Central Falls, Woonsocket. Received 20,000 antibody test kits. A Test Validation Task Force will evaluate the tests, which will take a few weeks. Hoping federal government will provide extra pay for nursing home staff, but meanwhile, RI will provide workers making $20/hr or less a temporary pay increase for one month. RI National Guard will be supporting congregate care settings. 20 lenders have pledged to give residential borrowers 90-day grace period on mortgages, won't report to credit bureaus, 60-day moratorium on foreclosures and sales, and late fee waivers. Next Thursday, $1.5 million will be available for rental relief for low income people. Apply immediately for PPP assistance. Hospitals may soon resume noncritical procedures. Domestic violence is increasing and is a serious proble. Everyone is urged to learn about this by looking at the resources on Health.RI.gov, as well as watching the Facebook town hall next Thursday, April 30, at 11am.

Brown is providing 700 free rooms for first responders and medical staff who cannot go home at night out of concern for family members. 170,000 Rhode Islanders have applied for Unemployment insurance. People have to recertify every Sunday. With the help of Amazon Web Service, 75,000 people accomplished that quickly last Sunday. Dr. Alexander-Scott again emphasized social equity, HEZs.

Governor spoke of efforts to help artists through the RI Artist Relief Fund. Also garden centers are going to be allowed to open April 27 with special regulations to be announced next week. Big box stores will have to close off their garden supply centers and sell only by pickup, delivery and appointment only.  Nearly all students have computers and access to wifi now, and virtual school attendance is greater than 80% according to the governor. Newport brides want to know if they should change their wedding plans -- again announcements next week. This was another time that Dr. Alexander-Scott talked about Health Equity Zones and the importance of access to nutritious food and social services as well as adequate housing. An important question is why are 45% of positive cases among Latinos.

Much of this briefing concerned details of unemployment insurance, and also about Pandemic Unemployment Assistance Benefits. Also mentioned were don't litter with PPE(!) President approved Disaster Declaration for RI, which means FEMA will reimburse RI for coronavirus expenses going back to January 20. Friday state parks and beaches will be closed - people are congregating there and it must stop. Superior Court has a program to help small businesses work out bill payment plans so they are not forced to close permanently due to cash flow. Testing 500-600/day, want to be at 1000/day by Friday. Mobile testing sites are set up, but must have an appointment to get a appointment. 114 new cases, 408 total, 4 deaths total, 1 new - a man in his 70s. 41 hospitalized. There have been 15 cases in 3 different nursing homes. This briefing was mostly about education. K-12 is going very well, but still have much to do. [RI has 142,000 K-12 students, which is a fraction of large US cities' school populations. Communication is therefore much easier.] Distance learning will continue until end of April. Buildings are closed. Working on getting all staff involved, teaching assistants, counselors, social workers, therapists, etc. ESL instruction is happening. Providers are enabling free hotspots for people with cell phones and no internet connection through May 18. Announced April Reading Challenge for everyone in RI, and especially kids to read something - anything - every day. Book donations/collections are being organized. Many great stories and innovations: one phys ed teacher in Central Falls has a pushup challenge going, for instance. Governor will have a special press conference for kids on Thursday. Mobile testing sites at URI, CCRI, and RIC are set up, but people MUST have appointments made by their PCPs. RI has had 200 ventilators and is working on acquiring 600 more. If you want to watch one of the governor's briefings, this is the one so far. No more than 5 people together, and they should be the same people each day. Minimize contact with others. All travelers must self-quarantine for 14 days. Estimate is that 50% of the public is NOT observing social distancing, congregating on beaches, Narragansett beach in particular. Too many house parties as well. Stay at home now order through April 13. Rental and hotels now have a clause in contracts to self-quarantine for 14 days. Realtors association worked with governor on this. As of Monday, all non-essential retail is closed until April 13 (defined on the state's labor department website. Help for local small business retail without websites is available from the state (521-HELP). DEM will be checking state beaches and parks for crowds. Very stern warning to avoid crowds.

Gov staff is "scouring the world" for supplies with teams devoted to masks, to ventilators, etc  Asks people to think, "How can I serve?" For most of us, it's to stay home. ACLU and Common Cause sent a letter to the governor about concerns of problems in her executive order on allowing virtual government meetings that should always (except for executive sessions) be open to the public. The governor is open to those concerns and is working with ACLU and Common Cause to address the problems. Tomorrow she will have an order about domestic travel into RI, and is working on ways to provide child care for essential workers who need it. But it must be in small groups. Ages pediatric to 70s. 4 female, 6 male, all recovering at home. 1 had traveled to Estonia and another to NJ.  The full RI National Guard is activated (some have been working for a few weeks); federal and state tax deadline moved to July 15, but pay if possible so state has as much revenue as possible. Governor stressed mental health support available. Still a shortage of swabs, so testing 100-200/day. [Note: Azar said in the press conference on this date (link is below) that he had no trouble finding 200,000 swabs on the market. So there is a disconnect somewhere, It may have to do with some solution the swabs must be coated with.]  Want to get to 500-600/day to get an idea of what situation actually is. Delays in ramping up testing are a huge obstruction to, as Governor Raimondo says, "putting a lid" on this virus. This is the responsibility of the federal government to organize. Making the governors of all the states spend time on something as relatively simple as swabs in this crisis is a colossal waste of their time in my opinion.  SK

The Health Department set up a website that lists supplies needed -- especially specific kind of swabs, PPE, respirators, ventilators, etc. This website includes a form so that RI companies can offer the specific help that's needed. Other topics: there's some price gouging, banks and credit unions are in good shape, evictions cannot happen for the next month. It certainly would make sense for the federal government to source all the necessary items centrally instead of having 50+ states and territories and DC all scrambling, duplicating efforts. Yet this president says states should get necessary supplies themselves. He said the federal government was not a "shipping clerk." Thankfully, FEMA is now coordinating. Peter Gaynor from RI is head of FEMA, having previously competently headed emergency management in RI. In the governor's call on March 19, he clearly stated what each level should do: "Like all emergencies, response is most successful when it is locally executed, state managed, and federally supported."
