Preventing Homelessness

The latest federal plan is a good place to start on strategies for preventing people from becoming unhoused in the first place. For several years, more people become unhoused than are being rehoused, which perpetuates and exacerbates emergency-level response. See the plan:

Federal Homelessness Program Summary

The following are programs arranged by federal agency that support local initiatives to prevent and end homelessness, published in the December 19, 2022 Strategic Plan, US Interagency Council on Honelessness:  All In: Appendix B: Inventory of Targeted and Non-Targeted Federal Programs to Prevent and End Homelessness, pp.73-86. Much more information (data collection, key program offices, legislation, agency-specific initiatives) is in Appendix B.

About the RI Homelessness Research Guide

The Providential Gardener website has begun compiling a research guide on Homelessness in Rhode Island. I am publicizing it for the first time January 2, 2023, although it still needs a lot of work. I'm releasing it now in the hope that this compilation will help state leaders sort out how the government and nonprofits can be well organized to deal with the homelessness crisis. There are some tangles that make it hard to understand this complex issue from what is currently published on the internet.
