Brief Job Description: (essential functions of the job)
• Designs, plans, establishes, directs, coordinates, supervises and promotes the implementation of programs and the delivery of services that result in the clean appearance and condition of the City. This includes such programs as residential and commercial/industrial refuse collection and disposal, household hazardous waste removal, recycling, litter control and graffiti removal.
• Prepares solicitations and specifications for contracted services and supervises contractor’s work performance.
• Works with various City departments to help improve the process by which concerns from constituents are tracked and are responded to in a timely manner.
• Assist with the facilitation of resolutions to complaints and service requests that have not been resolved.
• Determines performance requirements for, work methods, and supervises assigned employees within the framework of employment, agreements and work schedules.
• Assist department managers in their responsibilities to comply with environmental and safety requirements.
• Designs, organizes and administers public education, publicity and other promotional programs related to division services and programs; supervises and implements the division’s customer service and response program.
• Represents, presents and explains the City’s Clean City program to residents, governmental agencies and other interested groups and parties.
• Prepares and presents reports, proposed ordinance changes, written correspondence and other communications.
• Enforces local, state and federal laws regarding solid waste, nuisance violations, and other laws that provide for the clean appearance and condition of the City.
• Prepares, recommends and implements annual work programs and annual budgets for division operations.
• Identifies, prepares, applies for and administers grants-in-aid applications for funding to assist in the discharge of clean city division responsibilities.
Minimum Entrance Qualifications:
• Bachelor’s degree in environmental science, public or business administration, or a related field and possess more than three (3) years experience supervising solid waste, recycling or similar programs; or any equivalent combination of education and experience.
• Through knowledge of environmental rules, regulations and contemporary practices in solid waste management, recycling, street sweeping and related safety procedures.
• Demonstrated understanding of related legal requirements.
• Knowledge and skill in the use of office automation and related computer applications.
• Must be well organized, able to determine priorities and manage a significant quantity of detail.
• Excellent verbal and writing skills required.
Licenses/Certifications: • Must have a valid motor vehicle operator’s license.
Pay and Hours Per Week:
NEARI Grade: N04
Minimum Salary: $49,644.00
Maximum Salary: $66,718.00
Hours per week: 40
